The spider ball track here is simply a shortcut to the top of the room, so there's really nothing to say. You can complete the game and never even visit this room.
If 23% is figured out someday though and means no spider ball, you can bet someone will eventually say "Wait, that's not possible, what would you do about the track in Ruined Courtyard?"
