The spider ball isn't required to reach any floor in this room. You can also start at the top floor if you do a dash jump from Main Quarry, but how to reach the top floor from the bottom one is what's covered here.
At the bottom floor, start by bombing the device until the blue track lines up with the connecting piece on the second floor. Space jump on top of the device, then jump to the spot Samus is aiming at with R in this picture. There isn't much room to land here.
Now you'll have to do a very annoying space jump to the second floor, and if you don't go over the railing you won't make it. It's a very strange jump and I don't have much advice because it seems random. You can try an l-lock space jump and see how it works for you. The below picture shows where to jump to.
After you make it to the second floor, bomb the nearby device until the red track lines up with the connecting piece on the third floor. Go over to the blue track and jump on the square panel with lights shown here.
The next thing is to space jump on top of the blue track above you. Of course, Samus will just hit her head if you go straight up, so jump off the panel and move away until the track isn't above her anymore, then use your second jump to move back to it. It helps a lot to l-lock the view first.
The third floor is now easily within the reach of a space jump. At this point, you can enter Elevator Access A and proceed to the power bomb, or go to the fourth floor. If you want to go on, go over to the red track and jump on the square panel with lights like you did with the blue track earlier; it's in the same place as the blue track's panel and looks the same. L-lock the view and space jump on the red track, then do one last space jump to reach the top floor.
Note that in the PAL version there's bendezium in front of the door to the grapple beam, so if you came to the fourth floor to get it early you'll need the power bomb or a power bomb expansion. In NTSC, nothing is in front of it.
