If you want to get the ice beam before Thardus, you'll have to reach the bomb slot at the top of this room without the spider ball. Not to worry though, it's really easy.
Look for a glowing, disc-shaped object embedded in the wall with a small post sticking out of it. There are many of these in the room, but one happens to be just under the ledge with the bomb slot and to the right of it a little. You can see it in this picture.
Space jump to the post from the closest ledge, then from the post to the ledge with the bomb slot. Place a bomb in it to activate the three beam slots at the back of the room, then use the wave slot to open the path to Reflecting Pool.
