If you want to get the ice beam before Thardus, you'll have to reach the interior of this room without the spider ball. There are several ways to get inside, but it seems the best method only works in the NTSC version.
Locate the spider ball track on the outside of the room. In the NTSC version, it takes almost no thought to get up. Go up to the track and face slightly left. Nothing should be in your view now besides the track. The screen will probably start to shake as you walk against it, which is what you want to happen.
If Samus doesn't start to float up the track on her own, try jumping, because not only will it speed up her ascent, but you'll get the jump back instantly since the game still considers you to be on a surface. When you reach the top, morph and roll into the tunnel ahead. This method is usually refered to as a track jump.
In the PAL version that track jump doesn't seem to work, so you'll have to bomb jump your way into the tunnel. Although you can get in with a standard tbj, it doesn't make much sense to use one over a wall tbj here. The game considers the track to be a wall, so you can get a lot of free height by just altering the timing of bombs 5 and 6.
There's also no reason not to morph out after bomb 6; you get a lot of free height for just pressing X once. Try to land on the top of the track when you do morph out, then morph back into a ball and roll through.
