When you enter the room, from the Hall of Elders, head to the left of the pool. Jump on the first Stone Toad (you'll have to stand on the very top part of it if you do not want to fall). Once on it's head, turn around so you face the door to the Hall of Elders. L-Lock your view up. What you have to do now is to Space Jump to the platform directly above your head.
First, jump a little back and a little right, so Samus doesn't hit her head on the platform above her, then Space Jump forward. The jump is a lot easier than it looks like.
