You did not think it would be possible? Well it is! You can get the Flamethrower powerup before facing Thardus, but it will be a long process though. In fact, all you have to do is get the Plasma Beam before Thardus then go to the Phazon Mines and grab the flamethrower.
You can use two ways to get to the Phazon Mines. One of them involves getting through the Crashed Frigate, so you'll need the Gravity Suit. The other way is by Skipping the Crashed Frigate, that way you don't need the Gravity Suit, but you'll need a Power Bomb Expansion in order to access the Phazon Mines.
