Description: Use a BSJ near the spinner, then turn and screw attack into the large pipe, to bounce up and out through the hole in the ceiling.
The bsj is not the garden variety type. It uses a different method of camera obstruction. (See the video.) You'll need good height off the bsj and the bounce to make it out. It's also tight in here, and the timing required is close. This is one of the harder secret wolds to enter.

Alternate Method (FJ)
Main Items Required: Space Jump (Floaty Jump glitch is required.)
Description: Use Floaty Jump to get onto the fence near the door to Plaza Access. From here you can jump up to the skywalk.
