Description: Use a BSJ near the spinner, then turn and screw attack into the large pipe, to bounce up through the hole in the ceiling.
The bsj is not the garden variety type. It uses a different method of camera obstruction. (See the video.) You'll need good height off the bsj and bounce to make it out. It's also tight in here, and the timing required is close.
Note: This method will also work in Dark Forgotten Bridge (the room geometry is very similar).

Alternate Method
Main Items Required: Space Jump (Floaty Jump glitch is required.)
Description: Use Floaty Jump to get onto the fence near the door to Plaza Access. From here you can jump up to the skywalk.
Note: This method will also work in Dark Forgotten Bridge (the room geometry is very similar).
