WAVEBUSTER BEFORE THARDUS

The wavebuster can be gotten as soon as you have the wave beam, even before the boost ball if you want it then. There's not much to it; you only need to know how to get through one room without the spider ball. Go to Ruined Shrine in Chozo Ruins.

The first thing to do is to go to the spot in the above picture, either by boosting up the half-pipe or getting there without boost. Look at the ceiling when you get there. Part of the spider ball track very curiously hangs down from it. That part can be landed on with a space jump, and from there you can space jump again to the wave door that leads to Tower of Light.

If that doesn't sound like your style, you can also just l-lock space jump directly to the wave door from the spot in the above picture. It should be easy as long as you delay the second jump until there's nothing blocking your movement.

To get past the half-pipe without the boost ball, space jump on the little twig Samus aims at with R in the below picture, then do one more to end up by the missile expansion at the top. Now do an l-lock space jump across the half-pipe to land at the other side.

You'll need 36 missiles to get the wavebuster on normal, and 72 for hard, assuming no missed shots. If you get the super missile first, it's actually more efficient to use that over normal missiles on hard, because it only costs 5 missiles yet does the damage of about 9, while it takes 6 normal missiles to destroy a part of the wall. Using supers you'll only need 60 missiles on hard as opposed to 72.
