The ice spreader can be gotten as soon as you have the ice beam and power bomb. You can either use the power bomb itself or one of the four expansions to destroy the glass in Shore Tunnel; it all depends on how early you want it. The earliest power bomb you can get is the expansion in Phendrana's Edge, as it only requires the ice beam.
