The useless flamethrower can be gotten as soon as you have the plasma beam and power bomb. You can use either the power bomb itself or one of the four expansions to destroy the bendezium in Mine Security Station; it all depends on how early you want it.
The earliest power bomb you can get is the expansion in Phendrana's Edge, but because you'll be getting the plasma beam anyway, you might as well just wait until you have it and then use it to get the Ice Ruins West expansion.
