It is possible to get to the Nova Beam before collecting this item by following the indicated methods here: Hazard Shield. The catch is it may not be possible to get through the rooms with acid rain leading up to the Nova Beam with only 199 total energy. Until this is proven, 22% is only a possiblity at the moment.
