Using a perfectly timed Space Jump, you can get onto a small ledge above the entrance to the internal area of the station. From there, jump onto the roof. I beleive this to be the fastest method of getting onto the roof.

To make it up to the roof by means of a slower but easier method, simply jump on the rim of the level itself before jumping onto the small ledge above the entrance to the internal area of the station.
